I always end up running hybrids because I don't like most prot elites for general PvE. Before FOul Feast was around I used RC though.

None of which are Elites, which is what the OP was asking for...
Depends on the area, ZB (4-6 person Party), RC (Condi-heavy area), or PnH (Hex-heavy area), prolly. I generally run a WoH hybrid, so I don't mess much w/ Prot Elites.

To specify deeper into what most are saying, many people think prot non-elites outclass elites in most cases, and pick a common Healing Prayer elite (WoH) to heal the damage that bypasses protection

In PvP people use (or some) good builds - that means that most teams will play around a somewhat stable meta allowing to predict builds - that allows to the heavy specialized protection elites to be used. Its quite easy to know if conditions or hexes will be used to shutdown melee or not.
While in PvE the builds mobs use are even more static, in a general PvE area what the different mobs use are quite diverse. So being stuck with Divert hexes vs a mob with no hexes or RC against a mob with no conditions isn't fun.
In areas where those things are prevalent those protection elites are useful.
So yeah, as Axel said, people think healing elites is the way to go in PvE (namely WoH) due to their efficiency.
